In a February 13, 2025 IGN interview with Civ VII lead designer Ed Beach, the possibility of Gandhi's return was confirmed. While not immediately available, Beach indicated that Gandhi, and other absent leaders, could appear in future DLC.
Beach addressed the omission of established civilizations like Great Britain and India from the base game, stating that difficult choices had to be made due to the sheer number of popular options. The developers aimed to include fresh, exciting civilizations to invigorate the game. He emphasized that past civilizations are not forgotten and that future plans for their inclusion are being considered.
Given the extensive DLC history of Civilization VI, the likelihood of Gandhi's eventual return to Civ VII is high. However, a concrete release date remains unannounced.
